The main negotiation point is the percentage of refined versus raw sugar allowed into the US. Currently, 53% of imports are refined sugar, but this may be reduced to 30%, requiring more raw sugar to be processed in the US. Mexican sugar producers seek protection against unrestricted US fructose imports.
