Around 90,000 civilians have fled the conflict between rebels and the army in northern Myanmar. Entire towns have been evacuated due to the violence. The Myanmar army has been conducting retaliatory operations since February 9 following a rebel attack on a military base. Authorities are working towards a national ceasefire agreement to end conflicts between the central government and ethnic minorities. The civil conflict poses a threat to Myanmar's democratic transition, which began in 2001 after the end of military dictatorship.
