In the early 1900s, a coal mine strike in Pennsylvania prompted President Roosevelt to mediate between miners and producers, resulting in a modest pay increase known as the 'square deal.' Roosevelt's administration also saw the creation of the Department of Commerce and Labor, bringing labor under government regulation. His refusal to shoot a bear cub during a hunting trip inspired the creation of the teddy bear. Roosevelt's presidency established a new role for the government as a guardian of public interest.
