Babies Born To U.S. Service Members Overseas Won't Be U.S. Citizens

The USCIS has issued new policy guidance stating that children born abroad to U.S. citizens will no longer automatically receive citizenship. Parents must apply for their children's citizenship. Service members can apply from outside the U.S., while other government employees must apply within the country. The policy clarifies that children of U.S. citizens are considered residents of the U.S. and automatically citizens. The USCIS is updating its policy manual to better define residency and distinguish it from physical presence. The new policy takes effect on October 29th.
