Content is circulated digitally through networks using hard drives and USBs, bypassing the state's control over print and costly internet. Tools like Zapia facilitate offline file transfers. By the end of the decade, it's predicted that 90% of Cubans will read digitally, with a significant portion of university students already doing so.
