However, fishermen have returned, eager to restore their village and resume fishing. Residents of three villages now live in temporary housing, resisting authorities' plans to merge them into one town. The mayor, facing opposition, decided to rebuild each village in its original location. The elderly, respected for their wisdom, play a crucial role in decision-making. Reconstructing Onagawa's 15 hamlets will take at least eight years, but the community remains hopeful that the area's beauty will attract new residents.
