Russia celebrated a partial victory over the International Olympic Committee as the Court of Arbitration for Sport (TASS) lifted lifetime bans on 28 of 43 Russian athletes accused of state-sponsored doping at the Sochi 2014 Winter Olympics. Moscow aims to send as many athletes as possible to the Pyeongchang Winter Games in South Korea, starting February 9. TASS confirmed the athletes' eligibility, but the Russian Olympic Committee awaits the IOC's official decision. The IOC warned that lifting the bans does not guarantee participation in Pyeongchang. Previously, 169 Russian athletes deemed clean were allowed to compete under the Olympic flag.
