When pressure is applied, the adhesive flows like a liquid, filling gaps and forming weak molecular bonds called Van der Waals bonds with the substrate. These bonds are formed due to electrostatic attraction between dipoles in the adhesive and substrate. Once pressure is removed, the adhesive solidifies, locking into place. The process can be repeated by breaking the bonds and reapplying the tape.
