Cleveland faced a scandal during the 1884 election but managed to win the presidency. His administration was marked by efforts to reform the spoils system and reduce federal employees. Cleveland frequently used his veto power, especially against private pension bills. He was reluctant to enforce the 15th Amendment and faced criticism for his racial policies. Cleveland lost the 1888 election but his wife predicted their return to the White House.
