The 'wet foot, dry foot' policy returned intercepted Cuban migrants at sea to Cuba, while those reaching land could stay and expedite their residency process. Now, all Cubans entering the US illegally without qualifying for humanitarian relief will be deported, similar to other migrants and asylum seekers.
