Agency Creation and Powers

Administrative agencies are entities created by Congress to implement and enforce statutes. They perform quasi-legislative, quasi-executive, and quasi-judicial functions, such as creating regulations, enforcing laws, and reviewing decisions. These functions are subject to congressional oversight and must adhere to the limitations set by enabling statutes. If an agency's actions exceed its authority, they can be challenged in court.
