The island is under a tropical storm warning and a hurricane watch. Governor Wanda Vazquez has declared a state of emergency, opened shelters, and frozen fuel prices to prepare for Dorian. Businesses and residents are stocking up on supplies, and the island is more prepared than during Maria. Dorian is expected to bring strong winds and heavy rain to Puerto Rico.
