After a five-year hiatus, the Colorado Party returns to power in Paraguay with Horacio Cartes, a businessman and political newcomer, elected as president. Cartes, who first voted in 2010, faces accusations of cigarette smuggling and drug trafficking ties. The Colorado Party, which supported Alfredo Stroessner's dictatorship, ruled until 2008 when Fernando Lugo took over, only to be impeached ten months ago. Paraguay, plagued by corruption and impunity, seeks institutional normalization after being suspended from Mercosur and Unasur. Cartes promises to attract investments and combat poverty affecting nearly half the population.
