Duterte had to leave Russia early due to violent clashes in southern Philippines, where he declared martial law. Duterte emphasized the need for modern weapons to combat ISIS, as the group occupied a province in the Philippines. The conflict resulted in at least one police casualty in Marawi, a predominantly Muslim city.
