It suggests extending public smoking bans to e-cigarettes to prevent norm violations and prohibits sales to minors to avoid encouraging youth smoking. Over half a million French people use e-cigarettes, which simulate combustion and contain a solution of propylene glycol or glycerol, flavorings, and possibly nicotine. The device was created to help people quit smoking.
