However, many in Tripoli rejected Islam and refused to pay defense taxes. After Umar's martyrdom, Uthman became Caliph, replacing Amr with Abdullah ibn Sa'd. Abdullah sought Uthman's permission to continue conquests, which was granted after consulting senior companions.
