There are government (often secret) police that help control individuals and keep them from free speech or action.

People, directly through elected representatives have influence over national and state policy

The general public has no input into decisions that are made by the national government.

Those who have political power achieved that power without being chosen by the majority of the people in an open election.

The government actively participates in human rights violations.

The rule of the majority is not important.
