Two regional departments under different VPs in ADB would like to jointly formalize their partnership with two development institutions though a written agreement. Neither party will expend funds under the agreement and potential activities include conducting workshops and seminars, joint studies and research projects, information exchange, staff exchange, and cofinancing. Envisioned activities will be implemented through separate written agreements in accordance with the policies and procedures of the respective parties.

ADB has been invited to become a member of Organization X. Organization X is composed of public, private, and philanthropic institutions world-wide. By becoming a member, ADB would be engaged in activities focused on financing and developing sustainable and climate-resilient infrastructure in the ASEAN region. ADB would be expected to participate in monthly calls to identify potential investment opportunities, contribute to workshops, and participate in Organization X’s annual meetings. There is no cost associated with joining Organization X.

ADB, through a resident mission, would like to renew its membership with a business and commerce organization with whom they have been a member since 2006. The organization has over 200 members which aims to promote private sector development. With the membership, ADB is able to strengthen its country networking, engage in dialogues with foreign and local investors to improve business environment, expand project pipelines, and disseminate the outcomes of ADB interventions as well as expand private sector operations. The RM will pay the annual membership fee of $1,500 with a one-time entrance fee of $300 through its internal administrative budget.

ADB would like to partner with an NGO under a KSTA approved in 2018 to trial, adapt, and test a digital tool for employment interventions. To do so, the NGO will provide experts to conduct research, in consultation with ADB, produce knowledge products, and provide status report on the implementation of the activities. Besides providing technical input and advice on the research, ADB’s contribution to the partnership include overseeing the implementation of the proposed agreement and monitoring the progress of the expected outputs. ADB will provide financial contribution to pay for the costs of activities including NGO’s hiring of specialists who will carry out the work in the partnership.

Under a technical assistance on unlocking innovation for development, ADB proposes to partner with a technology provider and an NGOC to crowdsource data that can inform urban stakeholders to take important urban planning and monitoring decisions for transport safety in Viet Nam. Through the partnership, ADB will fund the use of the provider’s mobile phone application for transport. The NGOC will use the application to collect and provide inputs in their data analysis. The result of the analysis will be used in a report assessing pedestrian and commuter safety as well as provide inputs to ADB’s future transport projects.

Can consultancy arrangement be used if the TOR was designed with the potential partners and that ADB will procure the mobile application from them?

ADB would like to partner with a government ministry to promote technological advances in farming techniques. Under the partnership, the ministry will provide funding to implement agriculture value chain development, improve access to markets, share knowledge and learning activities, and sponsor a secondee in ADB. On the other hand, ADB will support joint research, knowledge sharing and learning activities, knowledge product development, and evaluate the nominations received from the ministry for the engagement of a secondee.

As one of the outputs of the cofinancing arrangement includes funding of a secondee in ADB, how can this be captured in the cofinancing agreement?

ADB, in collaboration with other development and private organizations, will host a knowledge sharing event in HQ. One of the private organizations signified interest in sponsoring snacks, luncheons, and cocktails for the event where all payments will be directed to ADB’s food services.

An organization from India has expressed interest in becoming a knowledge partner of ADB. This potential partner proposes entering into a knowledge partnership framework agreement where one of the provisions would include pre-identifying their organization as a knowledge partner eligible to engage with ADB for future knowledge work that may come up in different projects.
