The government could do nothing to enforce laws, not much control over the states, each state made its own tax decisions and had their own currency. The government had to hope people would give them money. There was no official (government run) army or navy. Each state had only one vote no matter what its size was. No national court system (by state). In order to pass a law 9 out of the 13 states had to agree with it.
