You can add objects to a new Display Layer by selecting an object then going to Options > Create Layer From Selected.

You can not rename a Display Layer by Double Clicking on the layer and changing the name in the Layer Editor.

The V in the display layers stand for View Port.

P controls the visibility of the Display layer during playback.
