On the occasion of India's presidency of the G-20, through the theme 'One Earth, One Family, One Future', a one-day workshop on Agriculture Infrastructure Fund (AIF) and Madhya Pradesh Farm Gate App is being organized on February 02, 2023 at Noronha Administrative Academy, Bhopal and on February 8, 2023 at Jawaharlal Nehru Agricultural University, Jabalpur with the aim of encouraging the sense of global unity and increasing the participation of women in the field of agriculture

The main objective of this workshop is to increase the participation of women in the Agriculture Infrastructure Fund (AIF) and MP Farm Gate.

Union Agriculture Minister Shri Tomar said that the total budget of the Ministry of Agriculture and Farmers Welfare, including Agricultural Education and Research, is aboute Rs 1.25 lakh cror this time. Out of this, provision of Rs. 60,000 crore has been made for the Modi Government's ambitious scheme, - the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan). There are about 86 per cent small farmers in the country, who have been greatly benefited through the Kisan Credit Card (KCC). This time, Rs 23,000 crores has been allocated for this, to enable our farmer brothers and sisters to continue to avail its benefit. Focusing on Animal Husbandry, Dairy and Fisheries, the agricultural loan target has been increased to Rs 20 lakh crore. Provision of Rs 450 crore has been made for the Digital Agriculture Mission started by the Modi Government, and about Rs. 600 crore allocated for the promotion of Agriculture sector through technology.

Shri Tomar said that the Prime Minister took the initiative to make Natural Farming a mass movement, for which a provision of Rs 459 crore has been made. In 3 years, 1 crore farmers will be supported for Natural Farming, for which 10,000 Bio Input Research Centers will be opened. While organizing Small and Medium Farmers through FPOs, a target has been set to provide them all facilities related to agriculture, for which 10,000 new FPOs are being constituted. This FPO is a revolutionary step in the direction of raising the standard of living of small and medium farmers, whose benefits have started percolating to these farmers. In order to maintain the same momentum in the future, a budget provision of Rs 955 crore has been earmarked for the formation of new FPOs this year, while the Agriculture Infra Fund and Pradhan Mantri Fasal Bima Yojana, beneficial for the farmers, are also being promoted. Food and nutritional security is one of the priorities of the Union Government, for which the budget has been hiked to Rs 1,623 crore. Shri Tomar said that priority will be given to Startups related to agriculture. The Agriculture Accelerator Fund will be set up to encourage agri-startups by young entrepreneurs, for which Rs 500 crore has been allocated over a period of 5 years. Millets will now be known as Shri-Anna. India is at the forefront of programmes to popularize Srianna. The Indian Millets Research Centre, Hyderabad will be promoted as a Center of Excellence, so that it can excel at the global level as well. For the development of Horticulture sector, the budget has been increased to Rs 2,200 crore.

Union Budget to give a boost to exports and manufacturing

In a major push to LGD (lab grown diamonds) manufacturing, duty on LGD seeds reduced  from 5% to 0%;  research grant of Rs. 242 crore to IIT Madras approved

Custom duty on articles of precious metals such as gold, silver and platinum has been increased from 20% to 25% thereby increasing the duty differential to 10% over gold/silver/platinum bars. This will boost domestic manufacturing in the sector and result in import substitution. Custom duty on imitation jewellery has been enhanced from 20% to 25%. This will discourage cheap imports from China and encourage domestic manufacturing.

Import duty of fish meal reduced from 15% to 5% ; move will make shrimp industry more competitive

The recommendation of Department of Commerce for increase in import duty on compound rubber from 10% to 25% has been agreed to.

Shri Amit Shah also expressed his gratitude to Shri Modi for keeping the cooperative societies of manufacturing sector formed till March 31, 2024 in the 15% tax net only. The decision to cap TDS on cash withdrawal at Rs 3 crore and making the limit upto Rs 2 lakh per member for cash deposits and loans for Primary Agriculture Credit Society (PACS) and Primary Cooperative Agricultural and Rural Development Banks (PCARDBs) is laudable.

The Union Cooperation Minister also added that he welcomes another important decision taken for the cooperative sector, in which sugar cooperatives have been given the facility to show the payments made to farmers before 2016-17 in their expenditure. Cooperative sugar mills will get a relief of Rs 10,000 crore.

Shri Dharmendra Pradhan highlighted that Ministry of Education has been allocated Rs 112899.47 crore. This is the highest allocation ever to the Education Ministry. The budgetary allocation witnessed the jump of 13% (over revised estimates) which is 13,018.34 cr from FY 2022-23, he added. The Department of School Education has been allocated Rs 68,804.85 crore and Department of Higher Education gets Rs 44,094.62 crore.

Setting up of a National Digital Library for Children and Adolescents for facilitating availability of quality books across geographies, languages, genres and levels, and device agnostic accessibility. States will be encouraged to set up physical libraries at Panchayat and ward level.

Budget Allocation for FY 2023-24 in the Flagship Scheme of PM Poshan has increased by Rs. 1366.25 cr (13.35%) from Rs. 10233.75 cr in BE 2022-23 to Rs. 11600.00 cr in BE 2023-24.

Budget Allocation for FY 2023-24 for the World Bank aided Scheme of STARS has increased by Rs. 250.00 cr (45.45%) from Rs. 550.00 cr in BE 2022-23 to Rs. 800.00 cr in BE 2023-24.

Budget Allocation for FY 2023-24 in the Flagship Scheme of Samagra Shiksha has increased by Rs. 70.11 cr(0.18%) from Rs. 37383.36 cr in BE 2022-23 to Rs. 37453.47 cr in BE 2023-24.

An amount of Rs. 250 crores has been allocated for the PRASHAD Scheme. The PRASHAD Scheme aims for holistic development of selected pilgrimage destinations in the country.

The Champion Service Sector Scheme has been provided an allocation of Rs. 196.22 crores. Allocation of Rs. 105 crore has been made for Human Resource Development and capacity building to meet the requirement of trained manpower in the tourism and hospitality sector.

The Ministry has earmarked an allocation of Rs. 229 crore for tourism infrastructure, promotion of North-Eastern States under this year’s Budget allocation.

The Finance Minister announced that an App will be developed covering all relevant aspects of tourism. States will be encouraged to set up Unity Malls in State Capital as the most prominent tourism centres to promote One District One Product, GI products, handicrafts and products of other States.

Eklavya Model Residential Schools (EMRS) will be provided Rs.5943 Crore for accelerated construction.

New EMRS schools are being constructed at a unit cost of Rs.38 Crore in plain areas and Rs.48 Crore in hilly and difficult areas.

After making a new Central Sector Scheme of EMRS since 2019, 402 new EMRSs have been sanctioned. It is targeted to establish 740 Eklavya Model Residential Schools in blocks with 50% or more and 20,000 ST Population.

Already about 400 EMRSs have become functional with over 1,13,000 students, of whom over 57,000 are girls.

These EMRSs will have facilities for nurturing the natural sports talent of the tribal students. There will be provisions of science and computer labs, skill development, art, craft and music.

The Budget for FY 2023-24 was announced today. The overall outlay for the Ministry of Tribal Affairs is Rs. 12461.88 cr, i.e an increase of 70.69% over the previous year’s Revised Estimate (RE) of Rs.7301.00 crore. Finance Minister has made the following announcements for the betterment of Tribals :

1. Pradhan Mantri PVTG Development Mission - to saturate the PVTG families and habitations with basic facilities such as safe housing, clean drinking water and sanitation, improved access to education health and nutrition, road and telecom connectivity and sustainable livelihood opportunities. An allocation of Rs.15,000 cr. will be made for this Mission in the next three years

2. National Sickle Cell Elimination Mission - to be implemented jointly by Ministry of Health and Family Welfare and Ministry of Tribal Affairs in collaboration with ICMR and States concerned. The Mission will cover preventive, curative and management aspects of this genetic disease in an integrated manner.

3. Central Recruitment of Teachers for EMRSs – A total of 38,000 teachers and support staff shall be recruited in the next few years for the Ekalavya Model Residential Schools which will benefit 3.5 lakh tribal students.

 Under Tribal Sub-Plan (TSP) now known as Development Action Plan for Scheduled Tribes (DAPST), besides Ministry of Tribal Affairs, 41 Ministries/ Departments are allocating funds in the range of 4.3 to 17.5 per cent of their total scheme allocation every year for tribal development projects relating to education, health, agriculture, irrigation, roads, housing, electrification, employment generation, skill development, etc. DAPST fund allocation has increased about five and half times since 2013-14 (from Rs.21,525.36 crore (Actual Expenditure) in 2013-14 to Rs.1,17,943.73 crore in BE 2023-24).

New Nursing Colleges

Smt Nirmala Sitharaman also announced launch of Sickle Cell Anaemia Elimination Mission which will  entail awareness creation, universal screening of 7 crore people in the age group of 0-40 years in affected tribal areas, and counseling through collaborative efforts of central ministries and state governments

HIGHEST EVER CAPITAL OUTLAY OF ₹2.40 LAKH CRORE FOR RAILWAYS

100 CRITICAL TRANSPORT INFRASTRUCTURE PROJECTS IDENTIFIED for last and first mile connectivity for ports, coal, steel, fertilizer, and food grains sectors- They will be taken up on priority with investment of ₹75,000 crore, including ₹15,000 crore from private sources. The Finance Minister further said that fifty additional airports, heliports, water aerodromes and advance landing grounds will be revived for improving regional air connectivity.

Digi Yatra to be implemented at Kolkata, Pune, Vijayawada and Hyderabad Airports by March 2023

Digi Yatra policy is an initiative launched by Ministry of Civil Aviation for biometric boarding system using Facial Recognition Technology. It aims at providing seamless and hassle-free experience for passengers at airports. Its main objective is to enhance passenger experience by eliminating the need for verification of ticket and ID at multiple touch points and to achieve better throughput through existing infrastructure using a Digital Framework. The project is under implementation stage. The expenditure on implementation of Digi Yatra is done by Airport Operators. Ministry of Civil Aviation does not provide any budgetary support for its implementation.

Digi Yatra is a voluntary facility for providing passengers seamless and hassle-free experience at the Airports. In the Digi Yatra process, there is no central storage of passenger's Personally Identifiable Information (PII) data. All the passenger's data is encrypted and stored in the wallet of the passenger's smartphone and shared only for a limited time duration with the airport of travel origin where passenger's Digi Yatra ID needs to be validated. The data is purged from the system within 24 hours of flight.

In first phase, Digi Yatra has been launched on 01.12.2022 at Delhi, Bangalore and Varanasi Airports for providing passengers contactless, paperless check-in and boarding process based on facial biometrics.

Ministry of Civil Aviation has launched Regional Connectivity Scheme (RCS)-UDAN (UdeDeshkaAamNagrik) on 21.10.2016 to enhance regional air connectivity from unserved and underserved airports in the country and making air travel affordable to the masses. UDAN is a market driven scheme. Interested airlines based on their assessment of demand on particular routes, submit their proposals at the time of bidding under UDAN.

Challenges faced while implementing the scheme include:

i) Adverse impact of COVID-19 pandemic

ii) Non-readiness of Civil Airports/Heliports, which could be related to availability of land, creation of regional infrastructure etc.

iii) Unsustainability of the operation on the awarded routes.

iv) Non-readiness of Selected Airlines Operators (SAOs)

v) Non-availability of slots at metro airports like Mumbai & Pune

The aggrieved air passengers can lodge their grievances through the Centralized Public Grievance Redress and Monitoring System (CPGRAMS), an online portal administered by the Department of Administrative Reforms and Public Grievances (DARPG) and AirSewa Portal managed by the Ministry of Civil Aviation. These grievances are taken up with the concerned airlines for redressal. If the petitioner is not satisfied with the resolution of grievance by airline, he/ she has option to file an appeal. Disposal of the grievances is monitored at various levels. Every airline appoints a nodal officer and an appellate authority and displays their contact details on their respective websites.

Civil Aviation Requirements (CARs) Section 3 Air Transport Series M, Part II namely Refund of Airline Tickets to Passengers of Public Transport  Undertakings states that in case of purchase of ticket through travel agent/portal, onus of refund shall lie with the airlines as agents are their appointed representatives. The airlines shall ensure that the refund process is completed within 30 working days. Such grievances are also taken up with the airlines for resolution.

As per FAO, world production of millets in the year 2020 was 30.464 million metric tonnes (MMT) and India’s share was 12.49 MMT, which accounts to 41 percent of the total millet production. India recorded 27 percent growth in millet production in 2021-22 as compared to millet production in the previous year was 15.92 MMT.

India’s top five millet producing states are Rajasthan, Maharashtra, Karnataka, Gujarat and Madhya Pradesh. Share of export of millets is nearly 1% of the total millet production. However, it is estimated that the millets market is set to grow from its current market value of more than USD 9 billion to over USD 12 billion by 2025

MoHUA signs MoU to develop Waste to Wealth plants in million plus cities

In the ‘Green Growth’ segment, 500 new Waste to Wealth plants will be established under the GOBARdhan scheme for promoting circular economy. These will include 200 compressed biogas plants, 75 in urban areas, 300 community or cluster-based plants, at a total investment of Rs 10,000 Cr.

There are 59 million plus cities in India.

In February 2022, Prime Minister Shri Narendra Modi, inaugurated Asia’s biggest municipal solid waste based GOBARdhan plant in Indore aiming to generate 19,000 kg bio-CNG gas. Under Swachh Bharat Mission-Urban 2.0, the bio-methanation plants linked to the GOBARdhan and SATAT schemes will produce Bio-CNG as a renewable energy.

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is an umbrella scheme, consisting, inter alia, of two major components being implemented by this Ministry, namely, Accelerated Irrigation Benefit Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components: Command Area Development & Water Management (CAD&WM), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water (GW) Development. However, while approving continuation of PMKSY for the period 2021-26, Government of India has provisionally approved GW Development component only for ongoing works.

Further, PMKSY also included two components being implemented by other Departments. Per Drop More Crop component of PMKSY was being implemented by Department of Agriculture & Farmers Welfare, which is now no longer a part of PMKSY. In addition, Watershed Development component of PMKSY is being implemented by Department of Land Resources.

Namami Gange Programme was launched in June 2014 for a period up to 31st March, 2021 to rejuvenate River Ganga and its tributaries. The programme was subsequently extended up to 31^st March, 2026. A total sum of Rs.13,709.72 crore were released to the National Mission for Clean Ganga (NMCG), from Financial Year (FY) 2014-15 till 31^st December 2022, out of which Rs.13,245.68 crore have been released/disbursed by NMCG to State Governments, State Missions for Clean Ganga and other agencies for implementation of projects related to Ganga rejuvenation.

The United Nations (UN) has recognized Namami Gange initiative to rejuvenate India’s sacred River Ganga as one of the top 10 World Restoration Flagships to revive the natural world. The Award was received by NMCG at a function in the 15th Conference of Parties (COP15) to the Convention on Biodiversity (CBD) in Montreal, Canada on 14th December 2022, the World Restoration Day.

Inter-Linking Of Rivers

The National Water Development Agency (NWDA) has been entrusted with the work of inter-linking of rivers under National Perspective Plan (NPP). NPP has two components, viz., Himalayan Rivers Development Component and Peninsular Rivers Development Component. 30 link projects have been identified under NPP. Pre-Feasibility Reports (PFRs) of all the 30 links have been completed and Feasibility Reports (FRs) of 24 links and Detailed Project Reports (DPRs) of 8 links have been completed. Ken-Betwa Link Project (KBLP) is the first link project under NPP, for which implementation has been initiated.

A budget allocation of ₹ 1,100 crore in the current financial year has been made for KBLP by Government of India. The total amount spent on the project till 31.12.2022 is ₹ 7,665 crore, including ₹ 5,038.28 crore from the Central grant and ₹ 2,626.70 crore from the State budget.

KBLP is the first inter-linking project taken for implementation as a result of efforts made by Ministry of Jal Shakti and cooperation of States of Madhya Pradesh and Uttar Pradesh. The project is being implemented by Centre and both the States jointly through a Special Purpose Vehicle (Ken-Betwa Link Project Authority) with major funding coming from Central Government.

The Minister of State for Labour and Employment, Shri Rameswar Teli in a written reply to a question in Rajya Sabha today informed that the Ministry of Labour and Employment has launched e-SHRAM portal, a National Database of the Unorganised Workers on 26^th August, 2021 for registration of unorganised workers seeded with Aadhaar. To increase the number of registrations, the matter is taken up with all the States/UTs from time to time. The registration facility is available at over 4 lakh CSC centres across the country. State Seva Kendras have also been taken on board. Further, CSC organises awareness camps (including night camps) at various places for mobilisation of workers. e-SHRAM portal has also been on boarded on UMANG App for easy registration through mobile. Rs. 45.39 crore has been sanctioned/disbursed for development and maintenance of eSHRAM portal.

As on 29-01-2023 more than 28.55 crore unorganised workers have been registered on e-SHRAM Portal out of which 52.80 per cent are female workers.

Welfare Schemes for Labourers

The Life and Disability cover is provided through Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY). PMJJBY is available to the people in the age group of 18 to 50 years having a bank/post office account who give their consent to join/enable auto debit. Risk coverage under this scheme is for Rs. 2.00 lakh in case of death of insured, due to any reason, at an annual premium of Rs. 436/- which is to be auto debited from the subscriber’s bank/post office account.

The Pradhan Mantri Suraksha Bima Yojana (PMSBY) is also available to the people in the age group of 18 to 70 years with a bank/post office account who give their consent to join/enable auto debit. The risk coverage under the scheme is for Rs 2.00 lakh in case of accidental death or total permanent disability and Rs. 1.00 lakh for partial permanent disability; due to accident at a premium of Rs. 20 per annum which is to be deducted from the account holder’s bank/postoffice account through ‘auto-debit’.

The Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana (ABPMJAY) provides an annual health cover of Rs. 5 lakhs per eligible family for secondary and tertiary care hospitalization corresponding to 1949 treatment procedures across 27 specialties.

In order to provide old age protection, the Government of India launched Pradhan Mantri Shram Yogi Maan-Dhan (PM-SYM) pension scheme in 2019. It provides monthly pension of Rs.3000/- after attaining the age of 60 years. The workers in the age group of 18-40 years whose monthly income is Rs. 15000/- or less and not a member of EPFO/ESIC/NPS (Govt. funded) can join the PM-SYM Scheme. Under this scheme 50% monthly contribution is payable by the beneficiary and equal matching contribution is paid by the Central Government. Under the scheme, the funds towards Government’s contribution is provided to LIC being the fund manager.

e-SHRAM portal was launched in August, 2021 with an objective to create National Database of Unorganised Workers (NDUW) of the age group of 16-59 years to facilitate delivery of Social Security Schemes/Welfare Schemes of the Central and State Governments to the unorganized workers.

World Bank Funding For Schemes Related To Minorities

Ministry of Minority Affairs launched a Central Sector Scheme (CSS) namely Nai Manzil on 8^th August 2015 with 50% of funding from the World Bank to benefit the minority youth who do not have formal school leaving certificate, i.e., those in the category of school–dropouts or educated in community education institutions like Madarasas. The scheme provided a combination of formal education (Class VIII or X) and skills and enabled the beneficiaries seek better employment and livelihoods.

Under the scheme grants are not released to State Governments but to the Project Implementing Agencies (PIAS) empanelled for implementation of the scheme. Under the scheme, 98,712 beneficiaries have been trained with more than 50% women beneficiaries.

A total of 1,25,992 Grievances Redressed by Central Ministries/ Departments in January, 2023,
