However, PRC had already existed previously as the Office of the Board of Examiners by virtue of Republic Act No. 546 under the Civil Service Commission (CC).

Professional Regulation Commission (PRC) was established as a national government agency through Presidential Decree No. 223 signed by former President Ferdinand E. Marcos.

It started operations with Arch. Eric C. Nubla as Commissioner. The office was attached to the Office of the President for general direction and coordination.

P.D. 223 was promulgated, standardizing the professional regulation in

33 professions under the jurisdiction of the PRC (then under the Civil Service Commission).

PRC made the SC building on P. Paredes St. in Sampaloc, Manila its main building; it continues to occupy the same establishment up to this day.

President Joseph Ejercito Estrada signed Republic Act No. 8981, otherwise known as the PRC Modernization Act of 2000.

The implementing rules and regulations were adopted through PRC Resolution No. 1 series of 2001.

PRC was headed by Hon. Florentino C. Doble, MD, who served as the PRC Chair for 14 months

Teofilo Pilando, Jr. became the new chairperson. The head of PRC is appointed by the President of the Philippines.

Each member of the Board shall receive a sum of ten pesos for each applicant examined and five pesos for each applicant granted a certificate of registration without examination.
