In the provinces

Although inhabitants of Roman provinces were not automatically Roman citizens, they were subject to Roman laws. The governor had jurisdiction over the legal affairs within the province, and cases involving Roman citizens would be judged by him or another imperial representative. Non-citizens were usually allowed to be tried in accordance with their local legal system, although if the crime was serious the case could be brought to the governor.
