After the first Hunger Games when Katniss wins, President Snow uses fear and intimidation to make sure that she does what he wants, by threatening to hurt her family and friends. It is obvious that there is only a small part of the population that has all the control. Another way the Capitol use control is through the Hunger Games themselves since everyone is afraid of being drawn in the reaping (the reaping is the lottery where one boy and one girl are elected to participate in the Games) and of losing a family member. But, as stated above, the Games are meant to function as a forceful reminder of what the consequences are when you try to defy the Capitol.
