In Australia for example, tribunals lack any sort of structure, and in the UK, there isn't even any legislation guiding tribunals! In NZ, tribunals have procedural guidelines, but our system still lacks lucidity in its instructions to acess its mechinisms. This leads to citizens, often not knowing that tribunals exist, or how to bring an administrative dispute to them, which leads to inaccesibilty.
