This is done to demonstrate that you have at least 20/40 vision. 

If you wear glasses or contacts, your learner's permit then license will show a vision restriction meaning you need to wear either to drive

One of two things,  if you have not successfully completed the driver education classroom element of 36 periods, you  must do that.  If you have successfully completed the 36 periods, you will need to take an 8 hour DMV manual remediation class to help prepare you for the tests.
