How are these questions formed?
We form them, with an auxilliary / modal verb + pronoun. For example: We can't(modal) cycle (verb) along this (pronoun) path.
We use negative questions tags after positive statements and positive question tags after negative statements. For examples: He's Peruvian, isn't he? She likes animals. doesn't she? You didn't enjoy the meal. did you? He can't ride a car, can he?
If there are two auxiliary verbs in a statement, or a modal and an auxiliary veb, we use the first one in the question tag. For example: You've (1st Aux) been (2nd aux) painting, haven't (use on the 1st aux) you?

First, when we think that something is true and expect the listener to agree with us. In this case, our voice tone goes down. For example: It's a sunny day, isn't it? (down)
Lastly, with 'real questions', when we are not sure if something is true and want to check or confirm our doubts. In this case the voice tone goes up. For example: Piero, you father is a doctor, isn't he? (up)
