What is the TOUGH QUESTIONs? A character stops to ask himself/herself or another character a tough question OR make a wondering statement. TQ's show what characters struggle with throughout a story. They put into words the problem the character faces.

​The author repeated many times that she didn't trust Peeta's "Nice Guy" act. Also, Haymich told her that Peeta helped her by declaring his love for her. Is it all strategy? This creates an internal conflict which will make solving the problem more difficult.
