Talking about place, people says to use "at"

e.g.:

'We eat dinner at Kopi Kafe'

Talking about time, people says to use "in"

e.g.:

'In the morning, we will meet him for the first time'

'I want you to submit this task in two days'

Why we use "in" for place in this sentence?

Because we are NOT talking about the physical place where the workshop happened, we are talking about what happened in the workshop.
