Literal vs. Nonliteral Language
A literal meaning of a word or phrase is the meaning of the words exactly as they say. Example: It is raining hard.
Nonliteral or figurative meaning of a word or phrase is a meaning that is different from the literal meaning of the words. Example: It is raining cats and dogs.

Idioms are phrases or expressions that mean something other than the literal meaning of their individual words.
The literal meanings of idioms don't make sense. Example: I had to eat y words.
Idioms are types of figurative language.
