İstek/dilek anlamının dışında yaygın kullanımı daha vardır. O da ... keşke demektir.

I wish you were here : Keşke burada olsaydın

!!! Hayali veya imkansız bir durumdan bahsettiği için keşke yapısından sonraki cümle simple past tense olur.
