​Rounding a number requires:

​* A target number

​* A resulting number

​ - Which can eith be smaller or BIGGER than the target number.

​What is a "target number"

​The target numer is the number that you identified as the one that could be changed.

​

​In the number 243. If I want to round to the hundreds, I identify the target as the digit 2 in the hundreds place.

​​In the number 243. Since I have identified the target number as two, I then use the digit to its right. In this case the 4. Now I can decide which way to round.
