No Child Left Behind Act (NCLB)
Goal: to close the "achievement gap" between students who perform well in school and those who perform poorly
Signed by President George W. Bush in January of 2002
The passage of NCLB was accompanied by a 40% increase in the federal contribution to K-12 Education.

"Stick" is in reference to the various conditions in education.
