Gedung Sate was formerly an office building for the Department of Verkeer en Waterstaat or the Department of Public Works and Irrigation. This building together with the Postal Museum Building was built in 1920 – 1924. These buildings were built on the south side of Rembrantweg which was later named Wilhelmina Boulevard, namely Jalan Diponegoro now.
The architectural style of Gedung Sate along with the Pos Museum Building which is located on the northeast side has a hybrid architectural style, a blend of Italian and Moorish architectural styles in the Renaissance era with Hindu and Islamic architectural styles. The arrangement of the symmetrical patterned buildings, repeated arch elements or repetition creates a rhythm that is fun, beautiful, and unique. At the top of the roof of the building there is a pole shaped like a skewer, so that people today call this building "Gedung Sate".
Around the bottom of the walls of the building there are ornaments with traditional characteristics like those of Hindu temples. The construction of the stairs to enter the building uses the construction of stacked stone slabs which is also similar to the stairs to enter a Hindu temple.
