After the Revolutionary War
After the Revolutionary War and the Articles of Confederation, the new United States of America had no way to raise an army and defend itself against other countries. Since the British were mad at the USA, then started imposing high tariffs against American merchants. In 1784, Spain shut down the lower Mississippi River to shipping - so some colonists could not trade or make money. The USA government could not raise taxes, but the states did. Some of them raised too much taxes and the colonists got angry. Some colonists were losing their farms and getting angry. One of them, Daniel Shay led a rebellion against the state of Massechusetts.
