League of Nations –
◦ Established at end of WWI (Wilson’s Fourteen Points)
◦ Where countries could come together to settle disputes
diplomatically
Collective security –
◦ Idea that peaceful nations would band together to stop
aggressors
How it failed:
◦ too weak to resist dictators – did nothing to stop bombings
or invasions
◦ countries like U.S. & Russia were not members of the
League
◦ Germany & Japan left the League in 1930’s

FDR’s “Quarantine Speech” called for economic embargoes
against aggressors. The speech causes an uproar with
isolationists and FDR later backed down:
“It is my hope to pursue to a policy of peace and avoid
involvement in war. There is an interdependence about the
modern world, which makes it impossible for any nation to
isolate itself from the upheavals in the rest of the world,
especially when such upheavals appear to be spreading. It
seems that the epidemic of world lawlessness is spreading.
When a epidemic of disease starts to spread, the
community joins in a quarantine of patients in order to
protect the health of the community against the spread of
the disease”.

• 1935-37: Neutrality Acts- prohibited Americans from
traveling on ships of nations at war; couldn’t sell arms to
countries at war
• 1937: Quarantine Speech- FDR’s warning of unrest &
encouragement of peaceful solutions to quarantine
aggressive nations
• 1940- FDR begins to build up US forces, 1stpeacetime draft
• 1941: Lend-Lease-US able to sell, lease, or lend war material
to any nation whose defense is deemed vital to the US
1939- Cash and Carry- US sells war materiel to Great Britain. They must pay cash and they must transport

Munich Conference (1938)- British and French
leaders, without consulting the Czechs, agreed to
give Hitler part of Czechoslovakia (Sudetenland)
to avoid war.
This policy of giving in to satisfy the demands of
a potential enemy is sometimes known as
Appeasement.
England and France hoped to achieve peace
through compromise, but failed. Hitler became
convinced that Britain and France were weak, and
decided to make more demands.
