Background
In 1818, the state of Maryland legislature imposed a tax on the Maryland Branch of the Second National Bank. The National Bank was disliked since it competed with State Banks. The state legislators hoped it would shutdown the Maryland National Bank down. John McCulloch the federal bank's cashier did not pay the taxes the Maryland State law required. The state bank then sued the national bank for payment

The Monroe Doctrine is the best known U.S. policy toward the Western Hemisphere. Buried in a routine annual message delivered to Congress by President James Monroe in December 1823, the doctrine warns European nations that the United States would not tolerate further colonization or puppet monarchs
