When do we use it?
To talk about events in the present and future that are unlikely to happen;
For example: win the lottery, go to the moon...

A second conditional sentence consists of two clauses: if-clause and main clause.
If I had 300 dollars, I would buy a new laptop.
I would help that man if I had time.

Structure:
If + subject + Past Simple... subject + would
1st conditional: If it stops raining, I will go out.
2nd conditional: If it stopped raining, I would go out.

Attention
Usually, the form "were" of the verb be is used in the first and third person, but in everyday speech "was" can be used as well.
If I were you, I would call him.
If she was my friend, I would help her.

How to form questions:
Question word + would + subject + infinitive without to + if + subject + simple past
