When the minute hand is on the 12 that means that it is starting a new hour. Here the minute hand is on the 12 and the hour hand is on the 3, so it is 3 o'clock.​

Each time the long hand reaches a number, you skip count by 5. Here the long hand is on the 1, so it is 5 minutes, the time is 3:05.
