We use the present perfect to talk about something which started in the past and continues now

We form the present perfect with the verb HAVE/HAS + PAST PARTICIPLE
If it's a negative sentence, we use HAVEN'T / HASN'T + PAST PARTICIPLE
If it's a question we flip the order of the sentences using HAVE YOU / HAS SHE-HE + PAST PARTICIPLE
