Domestic affairs are issues or concerns in one own's country. For us, it would be issues in the United States.

Domestic policy is a government's decision about issues within the country

Domestic policy includes laws focusing on domestic affairs.
Domestic affairs include social welfare, health care, education, civil rights, economic issues and social issues such as family law.
