Figurative Language is different figures of speech. Like to say if someone said, " I could eat a HORSE", they aren't going to eat a horse. They are just saying how hungry that person is.

The answer to the question would be yes! Everyone.. even me, has used Figurative Language. For example, if you said things like:
I can eat myself right! (This means that you are really hungry)
It feels like an iceberg out here! (This means it is cold where you are)
