Essential Questions- How do federal grants help implement public policies?
Fiscal federalism is how the federal government spends money to fund programs.
Grants are how the federal government provides financial assistance for a specific program or project.
There are two types of federal grants: categorical and block.
Each type of grant has conditions that state and local governments must follow to retain funding.
Mandates and unfunded mandates are how the federal government establishes regulations that the other levels of government must follow without funding.
