U3 - Study Guide Early US Govt.

The first form of government as a new nation.  Five major Weaknesses – WEAK CENTRAL GOV’T, NO MONEY, BORDER DISPUTES, NO ARMY, LACK OF RESPECT FROM FOREIGN COUNTRIES.  Type of Government where states have more power than the central government.  
Which government are we talking about?

Farmers couldn't pay taxes, didn't want to go to debtors prison. Important when the new nation couldn't defend itself. Proved the AOC was weak.  Caused them to meet and fix the AOC.

The one good thing that came from the AOC.  A system of admitting new states into the Union.  Needed 60,000 citizens living in the territory, then send a request to congress.

Took place in Philadelphia in 1787.  Originally was supposed to make changes to the AOC.  George Washington was the President / Chairman.

Believed slaves shouldn't be counted towards a population. B/c slaves don't have rights and aren't citizens so they should not count when making laws.
