Before granting permission for a train to make a reverse movement, if any of the following are in effect – track and time in CTC territory, track permits in Rule 9.15 territory, or Box 7 Work Between in TWC territory – the train dispatcher must:

• A) Not grant permission to make a reverse movement

• B) Issue joint authority to the train

• C) Instruct maintenance of way employees to stop and remain stopped

• Both B and C

22.4 - 6.20

Before authorizing a crew of a train to leave equipment on the main track without flag protection, in either non-signaled or ABS TWC territory, the train dispatcher must:

• Instruct the train to release their authority and display red flags

• Issue a track warrant to “Dispatcher” protecting the limits

• Instruct the train to clear the main track

• Show the track blocked using the "M" function to block the main track

22.4 - 6.20

Before authorizing a crew of a train to leave equipment on the main track without flag protection, in non-signaled territory, the train dispatcher must:

• No other protection is required

• Issue a General Order to all trains involved

• Issue a Track Warrant to the Dispatcher and a Track Bulletin

• Issue a TRP

When it is necessary to apply a blocking mechanism to protect a condition that affects more than one track at the same location, the dispatcher must:

• Issue a track bulletin Form B to protect the area

• Use a non-protective blocking mechanism to protect the area

• Apply blocking mechanism to all affected track segments

22.5.3 - ER BOOK

When a dispatcher receives a report of a tornado warning they will protect the limits and:

• Advise all trains within or approaching the affected area and inform them of the geographical limits, the start time, and instruct them to stop immediately and seek shelter

• Advise all trains and employees holding authority within or approaching the affected area and inform them of the geographical limits, the start and expiration time, and to comply with Item 15 of the SSI

• Advise all trains and employees holding authority within or approaching the affected area and inform them of the geographical limits, the start time and to comply with Item 16 of the SSI

22.6 - 1.1.3

A Train Dispatcher receiving a report of a Broken Rail must?

• Require all trains not to exceed Restricted Speed over the defect

• Allow trains to proceed at Walking Speed after defect has been inspected by the train crew and they have determined it is safe to pass over

• Not permit any movements over defect until a qualified employee has inspected the track

• Await further input from the field

22.6 -

When a train reports rough track, the train dispatcher will provide protection as follows:

• Notify the next approaching train of the defect and have the crew notify you of what they find at that location

• Immediately advise any train approaching to not exceed 10 MPH at location looking out for track defects

• Immediately advise any train approaching to stop before passing over the location and not allow any movements through the area of the defect until the track is inspected by a qualified track supervisor

• Verbally authorize trains using, “AFTER STOPPING, (train) AT (location) HAS AUTHORITY TO PASS SIGNAL DISPLAYING STOP INDICATION (adding route and direction if more than one available). DO NOT EXCEED RESTRICTED SPEED UNTIL (next CP).”

22.6 - 6.21.1

When the train dispatcher observes a train or on-track equipment leaving two separate track occupancies on screen display closely behind their movement, the dispatcher must:

• Advise train to proceed at restricted speed to the next control point and place train in manual mode until inspected by a qualified employee

• Immediately stop any trains on adjacent tracks and apply a blocking mechanism so no meeting or passing trains may proceed by the train or on-track equipment

• Immediately stop the movement and have crew conduct a roll-by inspection of the train or equipment

22.6C - 6.21.1

If the defect is reported as a broken rail:

• Immediately advise any train approaching to reduce to restricted speed not exceeding 10 MPH at location until rear of train clears the restricted area

• Immediately advise any train approaching to stop before passing over the location

• Immediately advise trains to inspect location, and if the crew determines it is safe, they may proceed not exceeding 10 MPH

22.7 - 6.23

If a train reports an emergency application of the brakes or severe slack action while stopping, and there are adjacent tracks, the train dispatcher must:

• Immediately notify the corridor manager and apply blocking mechanism to the track the train is on until the track is inspected

• Inform train to stop and remain stopped until advised

• Apply blocking mechanism to any adjacent tracks and notify any meeting or passing trains of the condition
