If the time limits on a Track and Time or Foul Time Permit is to be extended in the CAD system, the train dispatcher:

• Must include a repeat of the permit number.

• Must contact all persons holding joint permits and advise them of the change.

• Must not extend the time limits at all. The employee must clear the limits at the time shown on the original permit.

• Is not required to do anything

24.2.7 -

Before granting track and time with a switch yes or foul time to employees for protection in a control point, the dispatcher must:

• Advise affected trains that signal indications may change.

• The employee will be able to give a signal indication if necessary

• All trains in the area have received a joint foul time

• The work being performed will cause any Hours of Service violations

If it becomes necessary to issue track and time to an employee for the purpose of repairing the code line, trains must proceed through the outage limits how?

• Trains may not be authorized to proceed under these circumstances

• Trains must be authorized to proceed on track and time authority

• Trains may be verbally authorized to pass stop indication with no other instructions

A train must not be operated in PTC territory if the controlling locomotive is not equipped with an operable PTC system unless otherwise authorized by:

• Rule, Special Instruction or the Train Dispatcher

• The locomotive help desk

• The Yardmaster

• Any of the above

Use Box 12 only:

• When issuing a track warrant for bulletins

• When allowing a train to leave the main track switch open in Non- Block signal track warrant control territory

• To record computer-generated messages or specific instructions required to operate the train safely and efficiently

• To enter miscellaneous comments with regards to work events

When employees repeat a track warrant back to the dispatcher, the dispatcher must require the employee to:

• Read only the boxes that are X’ed and not read each word

• Read only the line numbers that are X’ed and not the words

• Include a summary of the total number of Boxes marked and naming each individual box marked

• Read the "Date" and "At Location"

Before the dispatcher verbally transmits a track warrant they must:

• Ensure the train is stopped

• Make sure the train has released the limits of the warrant they are currently occupying

• State intention to transmit track warrant and determine who will copy

• Ensure the train is operating at restricted speed

26.2 -

Care must be taken to ensure the correct track warrant is released. Train dispatcher’s repeat of release must include, at a minimum:

• Track Warrant number and occupation of employee releasing

• Track Warrant number, location of train, name of employee and reason for releasing

• Track Warrant number, release time, and name of employee releasing the warrant

• Track Warrant number only is needed for proper release

26.2.1 - TDCOB

Within non-signaled TWC territory, do not accept the release of a track warrant whose movement has cleared the main track through a hand-operated switch until:

• Confirmation has been received that no further movement authority is needed

• Their warrant contains a Box 12, instructing them to leave the switch lined for other than main track movement

• Confirmation has been received that the main track switches have been restored to the normal position and both conductor and engineer have signed the appropriate form

• Confirmation has been received that the main track switches have been left in the reverse position and both conductor and engineer have signed the appropriate form
