Clause in the Fourteenth Amendment that forbids any STATE to deny to any person within its jurisdiction the equal protection of the laws. By interpretation, the Fifth Amendment imposes the same limitation on the NATIONAL government. This clause is the major constitutional restraint on the power of governments to discriminate against persons because of race, national origin, or sex.

A Federal government organization established in 1865 that helped the newly freed slaves and homeless whites after the civil war by providing food, clothing, medical care, sett up black schools and helped reunite families. At first, it had the authority to resettle freed blacks on confiscated farmlands in the South, only to have the courts restored most of the lands to their original plantation owners. The bureau's success was in education, teaching an estimated 200,000 African American how to read. Federal funding ended in 1870.

1) prohibited blacks from either renting land or borrowing money;

2) placed freedmen into a form of semi-bondage by forcing them, as "vagrants" and "apprentices," to sign work contracts;

After the end of Reconstruction, whites limited rights of blacks. Literacy tests, grandfather clauses and poll taxes were used to limit the black vote. The laws were designed to enforce segregation of blacks from whites, these State laws in the South legalized segregation.
