This circular is issued to provide guidance on how the SK, like any procuring entity, shall conduct its procurement activities pursuant to Republic Act (RA) No. 9184 and its Implementing Rules and Regulations (IRR), as provided in Sections 8(l) and 20(a) of the IRR of RA No. RA No. 10742 or the SK Reform Act.

Accountability for semi-expendable property and property & equipment shall be extinguished only in the following situations:

• upon return of the item(s) to the SK Treasurer

• upon approval of Requisition Issue Slip

• upon approval of the Request for Relief from Property Accountability (RRPA), in case of loss

• upon payment of the lost item based on the fair value at the time of loss, if RRPA is denied

Inspects deliveries of purchased supplies and materials and property and equipment; determines fair value of donated items; determines fair value of all items for disposal

Accountable SK Official prepares and submits this report to the SK Chairperson, copy furnished the COA Auditor concerned when any property purchased was lost
