Hamden L. Forkner proposes to business teachers that a national organization is needed in the nation’s high schools and colleges

An experimental chapter is charted in JOHNSON CITY, TENNESSEE on FEB 3rd. A second chapter started two days later in West Virginia. By the end of the year 39 chapters are added & over the next 3 & 1/2 yrs another 38 chapters joined.

Iowa becomes the first state chapter. Indiana and Ohio quickly follow and within 3 yrs FBLA has a total of 10 state chapters

FBLA-PBL is granted independent status as a nonprofit educational student association. It then acquires board of directors and full time staff
