Science, Technology and National Development

Enshrined in the the 1987 Philippine Constitution stated that "Government's support on research and development, invention, innovation and their utilization through funding and incentives; science and technology education, training and services through scholarships and grants-in-aid; private groups, local governments, and community-based organizations in the generation and utilization of science and technology; and protection of the exclusive rights of scientists, inventors, artists, and other gifted citizens to their intellectual property and creations."

This law was created to be the primary administrative entity of the government's executive branch to take charge of planning, developing and promoting the national Information Communications Technology development Agenda.

The Department of Information and Communications Technology Act of 2015 prioritizes :

• Development of National Broadband Plan to accelerate the deployment of fiber optic cables and wireless technologies to improve the internet speed.

• The provision of Wireless Fidelity access at no charge in selected public places.

• Development of a national ICT portal.

• Creation of centers in various specialized ICT technology.

• Prioritize ICT research programs that has direct bearing to Filipinos

This law was signed on the 23rd of March, 2010 and it aims to promote and facilitate the transfer, dissemination and effective use, management and commercialization of intellectual property, technology and knowledge resulting from research and development funded by the government for the benefit of the national economy and taxpayers.
